The cultural sector will soon know more about its deconfinement in Quebec
June 1, 2020

"It is now the turn of Culture and Communications to receive from Quebec City a financial assistance plan and a deconfinement program for performing arts shows and filming.

The announcement of support measures tailored to the sectors concerned will be made this Monday during the Prime Minister's 1 p.m. conference. François Legault will be accompanied for the occasion by Nathalie Roy, Minister of Culture and Communications (MCCQ).

Minister Roy will present the broad outlines of her emergency plan, along with the total amounts proposed. (...)

"We were summoned by CNESST on June 4," said Christine Bouchard, executive director of En Piste, in Le Devoir. "Artists in the field are eager to get back into the studios, to rehearse, to create. The situation makes them want to do so."

"When you're practicing a body art, it's fundamental to be in the studio," she notes. "The artists have been out of the studio for three months. The damage will be great," she says. "It will take time to get back into shape." (...)

But the beacons announced this week should not in the short term allow the resumption of rehearsals for shows or filming that cannot respect the measures of physical distance. (...)

The professional circus arts alliance, which has more than 400 members in Canada, was part of the performing arts and dissemination consultation committee. Early last week, a plan was submitted to the Ministry of Culture and Communications. Prior to that, a working committee was formed to maximize the chances of success. "Cirque du Soleil was with us, The 7 Fingers, Cirque Éloize, TOHU, the National Circus School, the École de cirque de Québec... We almost wrote a protocol, a health management guide, telling us that it could help promote a return," explains Christine Bouchard.

The department launched these projects to develop guides to provide a framework for the resumption of activities while ensuring the safety of employees and of the public. At least one Public Health representative and experts from CNESST participated in the preparatory meetings."
