Good news for expatriates ! 

Since October 17, Emploi-Québec's criteria have been loosened! Temporary foreign workers, established in Quebec, who hold an open or closed work holiday permit are now eligible for the subsidized rate for training and the Skills-Career and Training Support programs.

Unfortunately, asylum seekers, full-time students and foreign workers participating in the Seasonal Agricultural Workers Program are still not eligible.
