The vaccine passport will be implemented in Quebec starting September 1st and will allow any adequately vaccinated person, i.e., 7 days after receiving the second vaccine dose, access to certain non-essential venues and activities. What is the vaccine passport:
It is a proof of vaccination against COVID-19 containing a QR code that displays your level of protection. You can present your proof of vaccination in several forms:
Please note that for a citizen, the use of the VaxiCode app is not mandatory as a vaccine passport. They can present their QR code in PDF or paper format.

For Operators and Managers: Welcoming the Public, Vaccine Passport Verification
Operators of certain venues and activities will be required to verify the level of protection of individuals they welcome into their establishments using the VaxiCode Vérif app. Here are the venues and activities where the vaccine passport will be required:
– outdoor events and festivals with more than 50 people
– performance halls, stadiums, conventions, exhibitions and arenas, auditoriums, cinemas, and any other type of hall or venue where performing arts are presented
– sports or physical activities involving frequent or prolonged contact, as well as those practiced during an organized group class or training of 2 or more people, including dance and circus
The vaccine passport will not be required for spontaneous shows or street parades, students who have dance or circus classes in their school curriculum, professionals attending group artistic training as part of their work, or the practice of free indoor and outdoor training for circus arts professionals.

VaxiCode Verif Application
It will read the QR code that appears on the proof of vaccination to determine a person’s level of protection. This status will be displayed in green or red, with certification from the Government of Quebec, determining whether the person can access the venue or not. No other information, apart from the person’s name, will be visible on the reader. The citizen must also present a photo ID to corroborate their identity.

The application works without Wi-Fi access. Telephone support will be offered by Service Québec to merchants and citizens via 1-877-644-4545.
Employees, artists, exhibitors, speakers, facilitators, volunteers, musicians, members of the organizing committee, on-site restaurateurs, and producers are not required to present their vaccine passport; it only applies to clients/spectators.
